Legal system and functions

The Sociedad Estatal Loterías y Apuestas del Estado, S.M.E., S.A. is a member of 'Grupo Patrimonio',  ;depending on the Directorate General of State Assets (National trust), attached in turn to the Ministry of Finance and Public Function, that was created through Royal decree-law 13/2010, dated 3 December 2010, reorganising the activity of the public company Sociedad Estatal Loterías y Apuestas del Estado, S.M.E., S.A.o (SELAE). It has private legal status.

SELAE's functions: 

The company’s purpose is the management, operation and commercialisation of gaming activities in their various modalities, such as games of chance, lotteries, bets, raffles and contests, whether carried out through face-to-face means or via electronic, computerised, telematic, interactive, audiovisual or any other channels which may be created or established in the future.

In particular, the company's corporate purpose is:

        a) The management, operation and commercialisation of lotteries and games in their various modalities, within or outside the national territory.

        b) The management, operation and commercialisation of sport and horse-race bets in all their modalities, as well as any other forecast contests based on to the results of sport events or events other than those mentioned above.

        c) The carrying out of any technical, IT or complementary activities related with the management, operation and commercialisation of gambling.

The company may carry out activities directly or indirectly related with its corporate purpose, either on its own account or on behalf of third parties, either by itself or by establishing or by participating in the share capital of other commercial companies with the same or a similar corporate purpose.

Furthermore, its purpose shall include the carrying out of any other acts of mere administration or disposal which may be necessary to achieve the aforementioned main purpose.
