The Sociedad Estatal Loterías y Apuestas del Estado (SELAE) contributes to ensuring that the games of chance and predictions played by its participants take place in a Framework of Responsible Gambling, in accordance with the principles defined by the World Lottery Association (WLA) and the European Lotteries and Toto Association (AELTE), especially in regard to vulnerable groups.

The Framework for Responsible Gambling or, simply, Responsible Management of Gambling, is understood to be the set of rules governing gaming activity that are established to guarantee that games are secure for the public (in the broad sense) and compatible with its general interest groups.

SELAE, in line with the Guidelines for Responsible Gambling established by the SELAE Board of Directors on 1 September 2008, and in strict compliance with Article 6.2.a) of Act 13/2001, dated 27 May, regulating gambling, hereby informs of the prohibition of people under 18 years of age from participating in SELAE games whether at the sales points of its business network or on loteriasyapuestas.es. Sales points of the Lotteries Business Network: Informative posters are located at all sales points of the business network explaining the prohibition of people under 18 years of age from participating in SELAE games as establishes by Act 13/2011, dated 27 May, for the regulation of gambling. These posters are placed at the door and on the customer service windows.

SELAE promotes a moderate and responsibkle gambling environment, whether it is in the national domain or in collaboration with other countries, through management aimed at the satisfaction of the main interest groups and reverting its profits to Society.

For this reason, SELAE has some key values that define the activity of Loterías y Apuestas del Estado as the company responsible for managing gambling in the State. Some principles that SELAE offers and also demands from its interest groups, and that guarantee a responsible management of gambling, are as follows:
 

Responsibility: create, offer, manage and operate gaming within a Framework of Moderate and Responsible Gambling whether in the national or international domain in collaboration with other countries.
Transparency, integrity and security: in the management of income, prizes and all activities, in order to maintain and improve the confidence that society has in public gambling.
Rigour: in the management and control of its operational activity with the highest effectiveness and efficiency, and the fight against all fraudulent activities.
Commitment: with all interest groups, the State as well as the different States with which it collaborates, and the Citizens that participate in the games offered, Beneficiaries, Employees, the Business Network, Suppliers and society in general.
Participant oriented: considering their satisfaction as a key, and dedicating efforts to achieve more effective attention to thier needs, anticipating them through products, services and innovative sales channels and directing the focus of attention from the product towards the needs of Participants.
